Question from Councillor James Humphreys: Park Signage. AI107285
Meeting: 12/03/2026 - Balbriggan/Rush-Lusk/Swords Area Committee (Services A - Operational Matters) (Item 185)
Councillor J. Humphreys - Clarification in Regard to Park Signage - Broadmeadow Linear Park, Swords - AI107285
“To ask the
Chief Executive to confirm the legal basis for, and interpretation
underpinning, the erection of signage in Broadmeadow Linear Park
stating that “motorised vehicles” are prohibited
(except Fingal County Council staff), where the imagery on the sign
appears to prohibit both e-scooters and e-bikes and
in particular, to confirm:
1. Whether the Council is relying on byelaw 4.6(c) of the Regional
Parks and Open Spaces byelaws 2017 (mechanically propelled
vehicles) as the enforcement basis for this signage.
2. Whether the Council considers a pedal-assist e-bike (250W
maximum continuous rated power, motor assistance only while
pedalling, cutting out at 25km/h) to be a “mechanically
propelled vehicle” for the purposes of these byelaws, noting
the Department of Transport definition of an e-bike.
3. Whether the Council will review the wording and imagery on the
signage to ensure it is legally accurate, clear to the public, and
consistent with the Council’s wider policy objectives on
sustainable and Active Travel and to avoid a blanket ban being
implied where this is not supported by the byelaws?”
