Meeting: 13/02/2023 - County Council (Item 52)
Councillor A. Graves - E-scooters and E-bikes Safety Rules
“To ask the Chief Executive what rules will be put in place in relation to the use of e-scooters and e-bikes in terms of the public domain, proposed legislation states that they will be treated the same as regular push bikes and more powerful e-scooters and e-bikes that can reach speeds higher than 25km/h will fall under the same category as mopeds and motorbikes and so will require insurance, registration and licensing, is it intended that these will need to use the cycle network and adhere to the same regulations in this regard, there have been many complaints about e-scooters, in particular, using the footpaths and causing injury to pedestrians, who is liable in this regard, while it is important to encourage the use of these vehicles, it is also important to ensure that there is a clear understanding by users of the rules surrounding them?”
