“To ask the Chief Executive if it is possible to amend the Park Bye-Laws and any other Bye-Laws relating to public land to stipulate that anyone walking a dog in a public place must carry suitable receptacles to remove and dispose of the droppings immediately and can the fine of €150 be increased without further legislative changes by Central Government?”
