“That the Chief Executive outlines the most officious manner to allow tenants of Fingal to transfer from a social house in Fingal to one of the other 30 Local Authorities, can she outline do we currently have, or did we have in the past a defined scheme for transferring from a social house, excluding by route of mutual transfer.”
