That the Council require a comprehensive infrastructure sequencing and servicing strategy for Dunsink—including water, wastewater, drainage, transport, schools, and community facilities—before adopting any zoning changes under Variation No. 1, to ensure that development is infrastructure-led and consistent with national policy.
