Confirmation and Re-Affirmation of Minutes of the Planning Strategic Transport and Infrastructure Development SPC Committee meeting held on the 5th of September 2023 pdf icon PDF 47 KB

The minutes of the meeting held on 5th September 2023 were considered.  

 

It was proposed by Councillor B. McDonagh and seconded by Councillor T. Kitt and AGREED: “That Minutes of the meeting of 5th September 2023 be ADOPTED and APPROVED”

 

PSPC/23/23

Major Studies/LAPs

Ms. Roisin Burke, Senior Planner of the Planning and Strategic Infrastructure Department gave an update to the Members on Major Studies/LAP’s. Following a discussion the update was NOTED.  

PSPC/24/23

Fingal Greenways/Cycleways

Ms Linda Lally, Senior Engineer of the Planning and Infrastructure Department gave an update to the Members on Fingal Greenways/Cycleways and the progress to-date throughout the county.  Following a discussion the update was NOTED.

 

PSPC/25/23

Update on Taking in Charge

Mr. Colin Gallagher, Senior Engineer of the Planning and Strategic Infrastructure Department gave a presentation to the members on the taking in charge updates through the county.  Following a discussion and agreement to write to SEAI the update was NOTED.

 

PSPC/26/23

Update on Biodiversity Action Plan

Mr. Hans Visser, Senior Executive Parks and Landscape Officer of the Planning and Strategic Infrastructure Department gave a presentation to the Members titled ‘Update on Biodiversity Action Plan’. Following a discussion the presentation was NOTED.

 

PSPC/27/23

Councillor B. Dennehy - Report on Residential Zoned Land Tax (RZLT) pdf icon PDF 99 KB

The motion in the name of Councillor B. Dennehy was proposed by Councillor B. Dennehy and seconded by Councillor T. Kitt. 

 

The motion states: 
 

“That this Committee be provided with a report on the number of successful individual requests for an exemption from the Residential Zoned Land Tax (RZLT) to either Fingal County Council or An Bord Pleanála and to outline the maximum number of housing zoned per successful application using the higher housing density cap as per the zoning on each site.”

 

Following discussion the Chief Executive’s Report on the Motion was NOTED.

Report on Residential Zoned Land Tax (RZLT)

 

  Motion: Councillor B. Dennehy 

“That this Committee be provided with a report on the number of successful individual requests for an exemption from the Residential Zoned Land Tax (RZLT) to either Fingal County Council or An Bord Pleanála and to outline the maximum number of housing zoned per successful application using the higher housing density cap as per the zoning on each site.”

 

 121 submissions were received on the RZLT Draft map. These submissions related to 142 land parcels. Of these 32 were removed by FCC.

 

82 of FCC determinations were appealed to An Bord Pleanála. An Bord Pleanala ordered 13 sites be removed, or part removed, from the RZLT Final map. 

 

 

 

The maximum number of housing units is unclear as each site would have its own site-specific opportunities and constraints.
