SUSPENSION OF STANDING ORDERS

Matthew Mc Aleese, Director of Services gave a presentation to the Members in respect of this stage of the Development Plan.

Matthew Mc Aleese, Director of Services then provided an overview of the conclusions reached in the Fingal Economic and Employment Land Use Study undertaken by KPMG on behalf of Fingal County Council.

He stated that he understood that an explanatory note has been prepared by KPMG and this has been widely circulated by a 3rd party consultant unrelated to KPMG to the Members, with a cover letter that refers to a note as being a review and update of the earlier study just referenced.

Matthew Mc Aleese confirmed to the Members that no such report or update to the original study was commissioned by Fingal County Council.  The report handed in to Fingal County Council, as it referenced the Fingal Development Plan has been returned as it was received outside the statutory timelines.

Clarification was sought by Fingal County Council from KPMG and Matthew Mc Aleese then read a letter into the record in response from KPMG as follows:

I am writing to you in respect of an explanatory note prepared by KPMG Future Analytics for a client’s internal digestion, at their request, relating to the Fingal Economic and Employment Land Use Study (the “Study”) which KPMG had previously prepared on behalf of Fingal County Council.

I feel it is important to clarify some key points in this respect:

·         I have learned in recent days that this note has been widely circulated by a third party consultant (unrelated to KPMG) to the Members of Fingal County Council and others, and that this individual’s cover letter refers to the note as being a “review and update” of our earlier Study.

·         I am eager to clarify that the note is categorically not a review nor an update of the Fingal Economic and Employment Land Use Study. KPMG reaffirms the research and findings of the original Study, and in no way seeks to undermine, discredit or cause uncertainty in respect of that report’s research and findings.

·         The note which has been circulated was not intended for publication or wider circulation in this manner. It was prepared for information purposes only for one client. KPMG were not aware of its wider circulation until highlighted by yourselves late last week. Indeed we would not have permitted its use in this manner had it been requested.

·         The note is a high-level, general commentary on a small and selective/non exhaustive number of items on the matter of how employment land use for Fingal could or may be interpreted. 1 This report was publicly available as part of the Development Plan process

·         This is in contrast to the comprehensive evidence-based Fingal Economic and Employment Land Use Study that was published as a supplementary report to the Draft Fingal County Development Plan 2023-2029. It is important that the note is not therefore seen as a complete research exercise or, critically, as a “review” or “update” to our original Study on Fingal County Council’s behalf.

I confirm that we have spoken with the other client in this instance, and with the third party consultant who widely circulated our client note and have raised our objections and concerns as to the use of our note in this manner.

We regret any confusion or difficulty which the wide circulation (by others) of a note, written by KPMG solely for a client’s own consideration, may give rise to. Should there be any further clarifying action or steps required in this respect following your consideration of the above, please do not hesitate to contact me.
